Neighborhood Energy Center


Since 2010, HACE’s Neighborhood Energy Center has been an integral part of our Housing Counseling Program for providing low-income households information on energy conservation techniques to lower utility bills; education on common home repairs that yield the most savings; utility assistance and weatherization programs available to low and moderate income families; home repair programs for housing preservation; and developing a budget to manage household expenses. The goal of this program is to help families remain in their homes through leveraging of resources to manage utility expenses through conservation and subsidy assistance.

HACE offers a wide variety of FREE services including:

  • Low Income Home Energy Assistance Program (LIHEAP) intake
  • Utility Emergency Services Fund intake (UESF)
  • CRISIS
  • PECO Customer Assistance Program CAP
  • Weatherization Assistance
  • Philadelphia Water Revenue Tiered Assistance Program (TAP)
  • Negotiation with utility companies
  • Budget Counseling

Apply early. Grants are provided on a first come first served basis. Grants are based on household size and income.
